Air Force Secretary Michael Wynne is a nut case. If he's so bent on testing these weapons on American citizens, then that's fine. Test the weapons on HIM. No one else.
Just when ya start to think these freaks can't get any stranger, there's a quote like Wynne's about testing weapons via crowd control. Incredible.
